Easy enough to get a registration plate for hills riding in SD?
Like to do this legal or legal-ish. Not concerned about it being stolen or anything

Last time I registered a 2000ish DRZ400 from Iowa - no problem. I had to have a local shop sign off on it.

I don't think ND is any more difficult than SD. You hear about SD because ND isn't open to non-residents.
I've done it with a few bikes; back in the day the VIN inspection had to be scheduled with a Trooper (thankfully that isn't a requirement anymore). I should add that the DRZ was an E; so not street legal from the factory. As long as you get your paperwork in line it's a slam dunk.
Well dad does have residence in SD too.
